PHO Monitoring System Innovated and
Strengthened
The provincial health program coordinators cognizant of their limitations in
number and capacity to conduct monitoring activities for all health programs had
undergone a series of training workshops to strengthen their monitoring and
evaluation skills in August and September . This training workshop is part of the
technical assistance provided by the project and was facilitated by Mr. Tobe.
The program coordinator is expected to (1) monitor fundamental indicators
of all health programs (2) analyze overall health situation based on monitoring results
of all health programs and (3) prioritize health interventions based on analysis
of overall health situation at municipal, ILHZ and provincial level not withstanding
her assigned specific health program.
The monitoring tool and guideline formulated during the workshops requires
minimum collection of basic information for all health programs implementation
necessary to evaluate performance and resolve implementation issues and concerns
at all levels.
3K(Kapangan-Kibungan-KMCH) Pioneers Common Health Trust
One of the most important strategies the group of participants learned during
their observation tour in Southern Leyte way back in 2007 was the Common Health Trust
Fund(CHTF). This was conceptualized to pool resources from the different municipalities
that comprise the Interlocal Health Zone. The fund originates from the 20 percent development
fund of the municipality and the province itself. The pooled amount would be
used to fund important programs, projects and activities of the ILHZ to fulfill health
goals and objectives.
The 3K has pioneered the establishment of CHTF. The pooled CHTF amount of
the 3K ILHZ for 2008 is PhP459, 534.40. Resolution 003-09 adopted the 2009 work and
financial plan funded by the 3K ILHZ fund, which was unanimously approved on Feb. 4,
2009. Since last March, the 3K ILHZ has utilized their CHTF in funding their TMC
meetings, Board meetings, purchase of necessary office supplies and equipment. Additionally,
the first health summit in Benguet conducted by the 3K ILHZ at Kibungan last
September 23, 2009 and at Kapangan last September 24, 2009 was funded by the
CHTF.
The scheduled technical training for this year utilizing the fund are the Parliamentary
Procedure on Oct. 14, 2009 and the Healthy Lifestyle Training for RHM on the first
week of December. Also, one more board meeting is scheduled on December to wrap up
the accomplishments of the 3K ILHZ.
The replication, conceptualization, consultations, paper work, coordination and
agreements leading to forging the institutionalization of the CHTF fund by the 3K ILHZ
proves that if there is political will, there is always a way to prioritize health.
“PHILHEALTH updates LGUs of Kapangan and Kibungan”
The Benguet Service Office –
Philhealth presented the latest updates
on membership and benefit availment
to the local government units of
Kapangan and Kibungan last September
22 and 23, 2009 respectively.
The updates given included the latest
status of their Philhealth enrollment in
the five (5) categories of membership,
the Sponsored Program, Benefit Availment,
the Philhealth Capitation Fund
(PCF) and releases, and Accreditation
status.
The presentation done in Kapangan was incorporated during their regular Sangguniang
Bayan meeting wherein the Barangay Chairmen of the 15 barangays and the
members of the Finance Committee were invited to join.
In Kibungan, the presentation was a part of their Health Summit. The participants
to this activity were the Barangay Chairmen, midwives, Barangay Health Workers
and the members of the SB. During the Philhealth presentation, the members of the
Local Finance Committee joined the participants of the said health Summit.
This particular activity of the Benguet Service office primarily aims to update
all the 13 LGUs of the province of the status of their Philhealth enrollment and the
benefits they availed in terms of paid claims and capitation fund releases to the municipal government. It is also a marketing strategy to continuously ensure the commitment
of the LGUs in sustaining the Sponsored Program thus maintaining health financing
in the province.
This will be used by all
program coordinators for
general monitoring purposes
while the specific program
monitoring tool will be used
by the coordinator of the
program. This innovation on
monitoring will allow the
staff to become well rounded
on all health programs and
not limited only to her specific
assigned health program.

Multimedia CD production
The team of creating the multimedia CD on the Project made a one-week visit to
Benguet. They traveled to RHUs, Barrangay Health Stations, offices of ILHZs and
other facilities for the visual shooting and doing the interviews. The Interviewees included
a wide range of stakeholders; the Director of CHD-CAR, the Governor of Benguet,
Chief of Hospital, PHO staff and participants of the various trainings funded by
the Project in the past. The recorded materials will be professionally edited and produced
in 20-25 minute multimedia CDs for distribution.
The members of the technical working group “after a hard days work”
poses to display their jackets for Health Promotion. The uniform is used by the members
during important health activities as a reminder for everyone that in UNITY for Health
(Pagkakaisa para sa Kalusugan) we will be able to acheive our goals – 1.Better Health Outcomes,
2. More Equitable Health Financing and 3. More Responsive Health System.
