The Project Launched its Second Year
On 14th – 15th Jun, 2007, the Project held the Sixth (6th) Technical Working Group (TWG) Meeting. Around 40 participants from 4 Inter Local Health Zones (ILHZ), NEDA, PhilHealth, PHOs, DOHrep, and JICA expert team had intensive discussions on the second project year plan.
This year, more training courses will come; IMCI, Study tour, Advocacy, Drug management, etc. are planned on the schedule.
Changes After the National Elections
During June 2007, The Philippines had elections in each municipality and province. Benguet was no exception; in coming July, Benguet is going to have a new governor, and eight new mayors for its municipalities. For the Project, this will give an enormous yet challenging experience as some ILHZs need to resume their political negotiations for promoting ILHZ activities under the new regime.

6th Technical Working Group Meeting

Inspired by the Study tour to Southern Leyte last February, ILHZs have started to establish their offices, and at the TWG meeting they presented how hard they worked out to make available and use of the space: one considered of re-locating its office to better-access area; another luckily found a room in their district hospitals. Among these remarkable stories, the presentation by Bokod-Kabayan Interlocal Health Zone caught everybody’s attention; they constructed their own office from scratch by hospital staff devoting their time and physical labour. Ground works, riprap, flooring by reusing and recycling the resources and materials available, everything was amazingly handled by the doctors, nurses, and other RHU personnel. JICA expert team was fascinated by this self-help attitude, and to reward their dedication and outstanding work, Ms. Fude Takayoshi and Ms. Yoshiko Akiyama, the experts of JICA team, donated a set of brooms to Bokod-Kabayan Interlocal Health Zone.

Training in Japan
The Project will conduct a 10-day training course in Kouchi, Japan in October 2007. 6 Municipal Officers were chosen, and will study Japan’s local health system.
Provincial Investment Plan for Health
Ultimate goal of the second year of the Project is to integrate ILHZ plans into Provincial Health Plan, which will be submitted to DOH as Provincial Investment Plan for Health(PHIP). The Project will assist the Province in preparing the PHIP as it is due October. Benguet Province has just accelerated its efforts and actions in becoming FOURmula One convergence site! So far, so good!
